Job Description
We are seeking a highly skilled and dedicated NEPA Compliance Officer with a specialized focus on paleontology and federal law to join our team in Santa Fe, New Mexico. This hybrid role is critical to ensuring our federal projects adhere to the National Environmental Policy Act (NEPA), with particular attention to the identification, assessment, and mitigation of impacts on paleontological resources. The successful candidate will conduct comprehensive reviews, prepare detailed documentation, and provide expert guidance on projects to minimize environmental impacts while ensuring full compliance with federal regulations. A deep understanding of NEPA processes, related federal laws, and paleontological resource management is essential for this position.
Key Responsibilities
- Conduct NEPA reviews for projects, with a strong emphasis on paleontological resource impact assessments.
- Prepare and manage NEPA documentation, including Categorical Exclusions (CEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs).
- Ensure compliance with federal environmental laws and regulations, particularly regarding paleontology and cultural resources.
- Coordinate with federal agencies, project proponents, and stakeholders to facilitate project approval.
- Provide expert advice on NEPA processes and compliance strategies to internal teams and clients.
- Develop and implement mitigation measures for potential paleontological impacts.
- Conduct site visits and field assessments as necessary to inform NEPA analyses.
- Stay current with changes in NEPA policy, regulations, and best practices, especially concerning paleontological resources.
Required Skills
- Proven experience (minimum 5 years) in NEPA compliance and environmental impact assessment.
- Strong knowledge of federal environmental laws and regulations (e.g., NEPA, NHPA, ARPA).
- Expertise in paleontological resource management and impact assessment.
- Excellent written and verbal communication skills for report writing and stakeholder engagement.
- Ability to interpret complex regulatory requirements and apply them to project planning.
- Project management skills, including budgeting and scheduling.
- Proficiency with GIS and other environmental analysis tools.
Preferred Qualifications
- Master's degree or Ph.D. in Paleontology, Archaeology, Geology, Environmental Science, or a related field.
- Professional certification (e.g., AICP, PMP).
- Experience working with various federal agencies (e.g., BLM, USFS, NPS, DoD).
- Demonstrated ability to lead NEPA project teams.
- Familiarity with New Mexico's specific environmental regulations and geological contexts.
