Job Description

ICF is seeking a dedicated and analytical Policy Impact Analyst with a strong focus on Outcomes Tracking to join our dynamic team in Wesley Chapel, FL. This role is critical in evaluating the effectiveness of public policies and programs by rigorously tracking, analyzing, and reporting on key outcomes. The successful candidate will play a pivotal role in informing evidence-based decision-making for our clients, contributing to projects that have significant societal impact. You will be responsible for developing and implementing data collection strategies, performing quantitative and qualitative analyses, and translating complex data into clear, actionable insights for diverse audiences. Key Responsibilities

  • Design and implement outcomes tracking frameworks and methodologies for various policy and program initiatives.
  • Collect, clean, and manage large datasets from diverse sources, ensuring data integrity and accuracy.
  • Conduct rigorous quantitative and qualitative analysis to assess policy impact and program effectiveness.
  • Develop and maintain data visualization tools and dashboards to present outcomes data clearly and effectively.
  • Prepare detailed reports, presentations, and policy briefs summarizing findings, insights, and recommendations for clients and stakeholders.
  • Collaborate with project teams, clients, and external partners to define evaluation questions and reporting needs.
  • Stay abreast of best practices in program evaluation, performance measurement, and outcomes tracking.
  • Contribute to proposals and business development efforts by providing expertise in outcomes measurement.

Required Skills

  • Bachelor's degree in Public Policy, Economics, Statistics, Social Sciences, or a related analytical field.
  • 3+ years of experience in policy analysis, program evaluation, or outcomes tracking.
  • Proficiency in statistical software (e.g., R, SAS, STATA, SPSS) or advanced Excel for data analysis.
  • Demonstrated experience with data collection, management, and visualization techniques.
  • Strong analytical, problem-solving, and critical thinking abilities.
  • Excellent written and verbal communication skills for technical and non-technical audiences.
  • Ability to work independently and collaboratively in a fast-paced, client-focused environment.

Preferred Qualifications

  • Master's degree in a relevant field.
  • Experience with survey design and administration.
  • Familiarity with government contracting or working with public sector clients.
  • Knowledge of specific policy areas (e.g., health, environment, education, social services).
  • Experience with business intelligence tools (e.g., Tableau, Power BI).
  • Project management experience.
